Consultation opens on proposed amendments to the WHO’s International Health Regulations
But they are out of date
The Ministry of Health is inviting the views of New Zealanders on proposals to amend the World Health Organisation's international health regulations.
At present the WHO operates as an advisory body. Through its proposed IHR amendments and a new treaty, the WHO is seeking member states approval to implement legally binding international regulations.
Human rights lawyer Katie Ashby-Koppens has written to the Ministry of Health and the Ministry of Foreign Affairs and Trade, thanking them for the opportunity to provide feedback on the 300+ amendments to the IHRs but pointing out that the version of the 300+ amendments, on which the ministry seeks feedback, is dated December 2022.
“These will be superseded by the version that is due to be provided at the end of this month (January 2024).”
She points out that the January 2024 version is required to be delivered 4 months in advance of the World Health Assembly at which the amendments are to be considered by the 194 member states for adoption.
Since provision of the December 2022 version of the draft IHRs, there have been more than 6 official meetings of the Working Group charged with working on the amendments; and a report conducted by the Review Committee in February of 2023, she says.
“This means that the December 2022 version will have undergone significant revision rendering the request for feedback to be an exercise in futility.”
She suggests, in her letter, that submissions on the out of date amendments be either removed “as continuing with this is confusing and an unuseful use of resources” or that confirmation is given that a similar opportunity will be provided on the actual version of the amendments that WHO member states will be voting on in May of this year.
One month given for submissions
The Ministry of Health advises that consultation will run from Wednesday 17 January to Sunday 18 February.
More than 300 proposed amendments are being considered. Areas of negotiation include determination of a public health emergency of international concern, health measures, travel, digitalisation of health documents and establishment of a compliance committee
Bureaucrats representing WHO member states are now discussing these proposals, within a working group that is co-chaired by New Zealand's Sir Ashley Bloomfield.

I do not agree to any of this Coalition New Zealand Government agenda, action in totality. Until there is full transparency into the covid 19 vaccination roll out since 2019 , until a full independent global inquiry. All members of the inquiry are to be fully vited in a open & transparent manner.
